My AC compressor cycles on and off every 5 seconds. Refridgerant level is normal and it blows cold air. The cycling is really annoying and rpms jump everytime.

I'm guessing the switch is bad. Does this look like the right part:

"6 Cyl Switch, Pressure 96-00 F5VY-19E561-A"

How low does the low side drop to when it cuts out?

I want to say 25 but it matched my 97 SE in which the AC works great.

Typical cutout is 23 Psi.
Normal low side on a 70 degree day is about 32 Psi.
Low side pressure goes up with ambient temperature to 45 Psi or so on a 90 degree plus day.

If cutout is above 25 Psi and your gage is accurate go ahead and replace the switch (or adjust it, many CCP switches are adjustable), otherwise I think you are just a bit low on R134-a.
