And plenty of scientists (including the Weather Channel and National Hurricane Center people) disagree. Its part of the worlds natural cycle of things. This cycle happened in the 1930's, and again in the 1960's (when we recorded two of the 5 worst hurricanes ever).
On a side note, I happened to remember that SA has TransGuide, and that Houston installed something like it. Well, I remembered that TransGuide had a nice website showing real-time traffic conditions and cameras, so I did some Googling and this is what I found:

The current speed map shows many areas of the city headed out are only going 20mph or so. I also saw on the SA TransGuide page that I-10 East is closed past Seguin.
