So you really dont think they knew this would happen avantually then? This is not hindsight. I remember talking about this in High School.

Alot of things are going to happen eventually. Like yellowstone erupting and a giant asteriod destroying the Earth. Fact of the matter is that, GOVERNMENTS are not proactive, they are reactive.
