Oh, boy! We can fight a war on terror, 15,000 miles away but yet we have no clue about what is going on one of our OWN cities.
I'm not saying it falls squarely on them, but mostly yes. There was about a 24 hours period where the government should have stepped in but that does not change the fact that the mayor and governor both knew this would happen eventually and has absolutely no plan other than to rely on the federal government.
