Don't know if all LEO's have them but I saw on "cops" once where a trooper had a little u-shaped gadget that he sat on top of your side window after rolling it down a little. One side of the u had an emiiter, the other a receiver. I guess by the receiver gave a readout proportionate to the tint of the car. I don't remember exactly, it was a few years ago. I don't know how they would measure front and rear windows though.
