OK, I have no CE light, but if I hook up my scanner I see "MIL is off", trouble codes found P1131 (it's "Lack of Upstream Heated Oxygen Sensor Switch - Sensor Indicates Lean - Bank No. 1." for those interested)

so the question is: how is this even possible, why would it have the trouble code stored (not pending code!), but decide not to fire up the light?

Bulb is burnt out. You may want to replace it.

bulb is fine

and even if it were burned out auto x-ray would say that MIL is on, if computer thought it was on.

I know what 1131 is, and have a fair idea as to why it's on. thanks for the effort

I have a 1131 code as well at the moment. At first the CEL was only on occasionally. It would be there one day, gone the next 2 or 3 days, come back, etc.

O2 sensors can go out gradually as they begin responding more slowly. My guess is that the computer has a lower threshold where it stores a code and a higher one where it illuminates the CEL, and mine was right on the border.
