Something I just thought of--it's been so long since I've used Windows 98 that I forgot about the DOS aspect of things..
Go to Start, hit Run, type "sysedit" (w/o the quotes) and hit OK. You'll have some various system files pop up. If you see a line in autoexec.bat that has "MSCDEX /D:(SOMETHING)", jot down what (SOMETHING) is and delete that line.
Now look in config.sys for a line containing "LOAD=______.sys /D (SOMETHING)", which will match what you saw next to MSCDEX. If you find anything, delete it. Save your changes, exit, reboot and see if it works. Be careful though, messing up these files can cause a lot of problems.
