i have 98. i know when i installed it on my last computer, and tried to install the software that came with it, the computer was dead for months. its a phillips cd-rw drive, and it was a compac computer. this computer that im using now, which is my parents is a HP. So i can leave the old drive in and just make the new one the primary and the other the slave? or do i have that backwards?

No offense, but you messed up a computer by installing a CD-RW drive and are concerned about installing drivers to make it read CDs, then you really should take it to a repair shop or find someone who's more computer-savvy to fix it.
I'm not trying to be an ass, just trying to save you more headaches!

Do yourself a huge favor and get a ethernet card if you do not have one already, and connect the modem through ethernet. It is a much more reliable and stable connection. After all, that is what it is made for. Leave USB for keyboards, mice, cameras, scanners, printers, etc.
that would be a NIC card, correct? I was thinkin about going out and buying one today, and installing it, in hopes it would be plug and play on my computer.

In the meantime... use the RJ-45 jack for the cable modem.

Go into device manager and un-install the drivers for the old CD-Rom, pull out the old drive and check the jumper settings, set the new drive to the same jumper settings, install it and power up. You can then install the new drivers, use the add hardware feature and it should auto-detect the drive. Be sure that the new drive is compatible and has the correct drivers for win98 before doing anything though.

i do fine with computer stuff, and i see where your coming from on your side. i know that most hardware things are plug and play, but upon my past experiences, i dont want this one going down like the last one did.

As CSVT1214 said, no CD/DVD drive (at least, no consumer-level drive made within the last 10+ years) needs drivers to read CD's.. Messing with drivers will only cause more problems.

As a base-model CDROM reader, no..
As stated, as well, to use the DVD, or CD-RW (etc) functions will, though.
He stated that he purchased a new CDRW and wanted to switch them, hence my reason for saying to remove the drivers, switch drives, then reinstall the newer (applicable) drivers (since he would now have a CDRW, instead of a CDROM
