It looks as if the Windows Installer service is currently disabled on your machine.

Go to Computer Management and then Services and Applications then Services and scroll down to Windows Installer and check to make sure the Startup type is not set to Disabled.

Also try re-installing the InstallShield software, as stated in the third link from 98 SE.
