Backup all your data files onto another drive or cd-rom.

Fdisk the complete operating system and install from scratch. I have found in 99% of the cases it is just best to install from scratch.....

Are you 100% certain that the Installer service is not disabled? I haven't seen this error before, but I get this feeling that your service is offline.

ok i broke down and completely reinstalled windows. Thanks to everyone that tried to help. I'm off to start reinstalling all my programs now...
