Not exactly. The stuff thats legal to sell IN the us doesn't have wormwood. You are allowed to ship it in from other countries with wormwood in it though. Okay, well maybe not allowed, but it can be done easily
EDIT: It seems that businesses in the US can't make or sell it, but it's not illegal to posses it or consume it.
