The Netherlands are doing pretty damn well at it.
edit: yeah no hurricanes up there, but still. Nature can be kept at bay with good engineering and enough resources on your side.

Nature can NOT be "kept at bay".. regardless of engineering resources or ingenuity. Rivers can be made to turn (not permanently, anyway).. lakes can't be held.. (again.. not permanently)
and you can't fight the fury of a hurricane, or a tornado.. Mother Nature WILL bite you in the behind for trying.

No I dont think the Nederlands are in hurricane country but they still get real nasty storms up there, which are indusive to flooding. Thats why they have dozens of massive flood controls in the country. Its about planning and preparedness, you could say why build houses on a fault line (california) or why people live in Florida when they get pummelled every summer by hurricane(s). As long as your prepared and have competent people in charge, you could build anywhere.
