Basically I signed a paper saying I wasn't injured. About 2 minutes after that I was like... wtf I shouldn't have signed anything. I told her that and she was like, well you already signed it. Doesn't really matter now since I wasn't injured or anything but she will be paying the 400$ to have the bumper fixed. LOL she kept saying it would buff out. What a stupid butter troll.

She must have been in many accidents previously to ask you to sign a paper like that. Not many people think to have you sign something saying you aren't injured at the scene of an accident. 
Even if you were injured (I'm glad you weren't), there are ways around that paper.
Is she paying cash for your damages or turning it into her insurance?
