How? Getting to the shoulder responsibly, parking the car and sprinting my ass back to the accident scene is the right thing to do. There's nothing that justifies not assisting outside your own trip to the hospital.
Late for work? That's their fault. If that were my case I'd justify staying and assisting over potentially being fired for it. After all, being late was my fault. What if I found out that officer/civilian died because someone didnt stop to help? That's something to live with 
If someone can justify leaving the scene like that, I am listening.
