redirecting or absolving fault means someone/something else is to blame. there are more than a couple points in this guys rant that blame evacuation or violence problems on the people of nola. some of it is warranted, doesn't change the fact that blame/fault is being redirected. truth is fema has performed dismally in the days immediately after katrina and everyone including our president has admitted it.

this letter doesn't say anything that isn't common knowledge - in my case at least. can't speak for the people you have issues with.
