Do you really think that is going to stop illegal file sharing? It never has before. Look at napster. Did it die when they were shut down? No it got bigger. There are plenty of other ways to sahre music without the mainstream programs. IRC, FTP, BT to name a few.
OK, no, I dont think it will stop it completely. Will it knock out many of the middle to light users? Good chance.
DL sites will definitely stick around, but you said it yourself, they'll come back as paysites just like Napster did.
