I was talking to the girlfriend this morning and we came up with two ideas.

1. Make NO a landfill and build up the ground so it is above sea level. Then the river will go around it naturally. Not to mention, if you build it up 20-30 feet above sea level, it would take some serious waves to crash into it.

2. Level the building there now to build up the foundation of the city, then build on top of that.

Of course both would require some topsoil on that, and what would happen to all the decaying waste in a landfill?

But, whatever you do, don't build a city BELOW sea level right next to the Gulf of Mexico.
