It's a good thing all those school busses are sitting in 3 feet of water down there instead of having been used to actually evacuate people BEFORE everything hit the fan.  The corrupt, worthless city and state governments of LA deserve a HUGE part of the blame for the resulting chaos. Where was their plan? Oh yeah! Let do effing NOTHING and [censored] and moan to the Feds as soon as the storm passes, whining about how THEY'RE doing nothing!  Stupid freakin' morons. THEY should be the ones to look out for their own selves. Since when is it the rest of the country's problem to make sure dikes are sufficient in a city below freaking sea level? Is it the rest of the country's problem to make sure buildings in San Francisco are earthquake-proof? DUH! Gimme a break! The officals down there need to be proscecuted for gross negligence WAY before any of this is taken to the Federal level. There was a story a year ago in National Geographic along almost the same lines of exactly what happened this week, so it's not like they "didn't know". Also, if the mayor and/or governor would have issued shoot-to-kill orders for anyone not looting food and medical supplies, we wouldn't have NEARLY the looting and destruction that we see now. And who's responsible for calling out the STATE National Guard? OH YEAH! The Governor, NOT the President.  Unbelievable. Well, with all this finger pointing towards bush, let's not forget those levies that broke and allowed the swamp that used to be new orleans, become a swamp again. Those same levies that have been standing there since the 1700's. Those same levies that were never designed to handle more than a category 3 hurricane. And those same levies that never quite got the proper funding required to upgrade them to handle the storm EVERYONE knew was coming - eventually.

The evacuation was called for because officials new those levies wouldn't hold. Those who had transportation made it out, those who didn't (black, white or otherwise) are in a crappy situation. So here we have michael moore crying about how racist the government is because *MOST* of the people left in new orleans are black...when in reality, it's a financial class problem - not race. To claim otherwise is ridiculous.
The governments involved because of the state's blatant lack of planning for such a disaster, and they're forced to bite the bullet and take care of it.
People are also comparing this to the events of 9/11 and how evac. and rescue efforts were in effect instantly. Well, the major reason for that is everything around ground zero was still intact. New Orleans is UNDER WATER. The whole damn city! Bridges, highways - destroyed! Rescue workers are doing the best they can with what they have to work with. I heard it'll take at least 80 days to move the billions of gallons of water out of that city. At least!
But anyway...people should stop passing the buck to Bush, especially that mayor who's shooting off his mouth.

Wow, I am so glad you picked up my point. It is so hard to believe that you can actually see that I was blaming global warming on Bush. 
My point was the Army Corp of Engineers specifically stated(for over 3 years now) that the levy system was inadequate for anything beyond a Cat 3 storm and that budget appropriations needed to be put towards fixing this issue. It makes me sick that the ppl of this country are #2 to this dayum war in Iraq.

Agency officials said on Thursday in a conference call that delayed work was not related to the breakdown in the levee system and Parker told Reuters the funding problems could not be blamed on the Bush administration alone.
Parker said a project dating to 1965 remains unfinished and that any recent projects would not have been in place by the time the hurricane struck even if they had been fully funded.

This Gulf warming last happened in the 1950s, IIRC. There was a really bad rash of storms then too. It's cyclical.

If this had been another state, things would have been handled a lot differently as well. The state and especially local disaster emergency personnel, especially at the upper managing levels, blew it. Period. The governor of Louisiana should have realized this and asked the feds to take over long ago.
