Money is authorized by congress, not the president. The president can ask, but cannot force congress to spend a dime.
The Army cannot just go into a state. The state has to REQUEST federal assistance.
Those asking about proactive measures, please show me where any of the states proactively asked the federal government to position troops, supplies or anything else in their state?
If you can demonstrate that they asked for the kind of assistance in advance, I'll take up the fight that the Federal government screwed up.
If the states didn't ask ahead of time for the aid many are crying here about the federal government being slow to provide, then stop whining about the federal government being screwed up.
I'm not a big fan of large central government, these issues should be state issues.
Each state should be resonsible for it's own disaster planning and preparation, not the federal government.
The federal government should cover the states if legitimate well concieved plans fail.
But no blame should fall on the federal government if states didn't adequately prepare in advance for this.
What was LA plan for a CAT 4 or CAT 5 hurricane? How about AL or MS?
We will all help, but it's not the job of the federal government to do the work of the states.
Finally, I don't wish this to sound like I don't want the federal government helping, because I see it as the only solution. I simply don't want to see the blame shifted from those on the ground who are directly responsible for the safety of their citizens, the state and local governments.

AMEN! His paragraph is spot on! Florida handled their many hurricanes well and should have been a model for NO LA. They asked for federal help but there weren't troops in place before the major catastrophes and there weren't gripes that the aid wasn't enough. Hell, what happened back when other hurricanes came through? I'll tell you, they had a different mayor.
How about that tactic from the mayor and those other people who are always looking for free handouts???  Whenever it is their fault they point the finger to transfer attention to someone else!
Did you see the news today? This POS Mayor said that "Now that the National Guard is here and in place" he is giving all of his first responder police and emergency people partial expense paid trips to Las Vegas with $200 cash and all restaurants covered....RIGHT NOW! 
Last I heard they still had dead bodies in the street. Last I heard they didn't have enough money to fix the levies. Last I heard they were blaming Bush for not doing enough. Even now they can't get the idea of selfless service in their heads.
 Sounds to me like their main gripe was that they got put out for a little while by a catastrophe and now the Big Daddy federal government is there they can start partying again and CONTINUE to let other people deal with the responsibility of taking care of THEIR people! Way to go making the other tax payers in other parts of the country pay for their parties and lack of action and planning.
I would feel like it was a dereliction of duty to leave right now or any time until things were well and truly under control and there weren't refugees still in the street!
The biggest mistake those people made was electing dipshits into civil service...probably not on their qualifications at all.
Look at New York. There are people crying that things could have been done better but 9/11 was handled by people who knew how to do their job. They did remarkable things and they had a Mayor who knew how to take charge. The difference in capability is astounding. My hat is off to New York City and their civil servants.
