To be completely fair, I'd give them a pass on that. Dry footwear is a commodity in this situation just as much as water or food is. Ask any soldier how much fun it is to be stuck with wet boots and socks for a few days. I'd bet a lot of those refugees were without shoes altogether.
It's when you get into TVs and DVD players and jewelry and non-essential stuff like that that I start  .
