What's this craaap the Mayor of N.O. is spouting about Bush? Where are the N.O.'s cops? Where is the LA National Guard? All I see is the corrupt mayor yelling obsenities and the Gov. of LA on TV crying. Can you imagine the mayor of NY acting like that after 9/11? Where are the other states offering to house and put all kids in their school? The only thing Bush can really do is to Federalize the LA National Guard, but do you really think the Gov. of LA would allow that?

Cops were getting shot at and killed by looters. Evidently, they were not willing to assume the risk their job entails.

There is virtually zero command and control in New Orleans, particularly with their police force. Up to 2/3rds just up and dissapeared, either dead, evacuated, or just aren't reporting in. The few that are left are desperately short on radios. Most of the various police headquarters around the city are either underwater or are just unoccupied and not working. Many of the remaining officers have received no orders whatsoever in up to three days, and have received no rules of engagement so they can't really do anything. Shooting someone would only get the other 500 looters/rapists/criminals shooting back at you, with no hope of receiving any backup. Even if they arrested someone there's nowhere to take them. All they really can do is sit back and watch and maybe do something if something gets really out of hand. As time goes on and people learn that the police have no power aside from the simple deterrence of them being there the criminals will get more brazen, and we're seeing just that.

I was told by someone whos brother is in the LA National Gaurd that they are in Iraq and that Wisconson was sending their National Gaurds to N.O.

One officer I heard on the radio said they don't arrest anyone because they don't have jails that aren't submerged. I say lock them in the cells, anyway.

Certain combat units of the Louisiana Guard are in Iraq but are scheduled to rotate home in a couple of weeks. The units that specialize in disaster relief and engineering are still in Louisiana...they never deployed.

And what you're seeing with the mayor there is a man who's been in over his head (no pun intended) probably since before the storm actually hit. He's got no instincts and no idea what to do.

Yes, and that's the last thing you'd want, anyway. You want the NG personnel to remain under state control (ref: Posse Comitatus)

Kansas is also sending troops. I imagine a lot of states will get involved.
