First, a bulletproof vest stops the blunt force of a bullett. It doesn't stop penetrating sharp objects... that is a whole differnet vest. And also, there is not really any flying shrapnel in an accidnet... maybe some flying broken glass cubes, but geez, cars don't explode like a gernade and throw pieces of metal off in an accident.
