Yeap. A good lawyer should be able to get you off unless the judge is in cohoots with the sheriff dept. It will cost you $500-$1000 most likely, but worth it.

I'm sure this is normal behavior as well, once again had nothing to do with avoiding the cop.  He evaded the police intentionally, his story here as much stated exactly that. It's not his decision to decide whether or not the cop was following or tracking him at the time. Yes, it wasn't a high speed chase, but he purposefully made it difficult for the police to find his vehicle because of the reason listed (fear of another ticket). Here's an idea, take off the illegal lights and put money into something that is actually legal.
Fortunately, with a good atty, you can probably get past all of this by shelling out the $$$ and getting a slap on the wrist. Best of luck...

if they didnt pull you or show up when you were in the car or getting out of the car they have nothing on you. you have the kit but the lighting kit shouldnt be illegal to possess but he didnt pull you so he really couldnt give you the ticket. get a lawyer to fight all the points but you are not in the wrong other then having the lights on the road in the first place but we all do that.
if the cop was not intentionally following him then it wouldnt be evasion or interference. interference is when you intentially hide your car aka like a garage or car cover, not when you put it in plain site, at least thats va's def. he did what everyone of us wouldve done and took a few extra turns to his friends house.

if the cop can positively ID the car and the driver, it really doesn't matter how long it takes him to track him down. add the fact that he was evading, and i somehow doubt the courts will be leniant.
as i said, get a good local lawyer, and don't listen to us.

OK, this is COMPLETELY outside my realm of expertise, but if the cop didn't light him up, or attempt to pull him over, how is it evading? The driving pattern he used might amount to "suspicious behavior," but that's about it.
It sounds to me as though the cop was looking for something, didn't find it, and decided to find something else. Get a good lawyer, and fight it.
