I'm sure this is normal behavior as well, once again had nothing to do with avoiding the cop.

He evaded the police intentionally, his story here as much stated exactly that. It's not his decision to decide whether or not the cop was following or tracking him at the time. Yes, it wasn't a high speed chase, but he purposefully made it difficult for the police to find his vehicle because of the reason listed (fear of another ticket). Here's an idea, take off the illegal lights and put money into something that is actually legal.

Fortunately, with a good atty, you can probably get past all of this by shelling out the $$$ and getting a slap on the wrist. Best of luck...
