Find the horn.

Disconnect wire to horn.

Install test light or volt meter between horn wire and ground.

Have an assistant try to honk the horn from the steering wheel while you see if there is voltage to the connector.

If you have voltage when trying to honk the horn, replace the horn. Look at how it is mounted to see if water was getting into the horn opening, if so, figure yout how to mount it in a better protected maner.

If you don't have voltage, you will need help in understanding the circuit so that you can better troubleshoot it, but usually it is a bad horn.

So you don't have cruise...but it is still installed in your car, right?

Well I don't have a button for cruise anywhere, and I don't think I have the attatchments necessary on the throttly body, or however it works. I'm not sure exactly what you're asking though.

And I checked the connections today, where the wire connects to the horn was dirty and nasty, I cleaned it some and the horn works! I still think I didn't clean it well enough, but the horn works, and sounds almost normal so I must be on the right track.

You all have been very helpful, thanks so much! It's so nice to be able to get good help from fellow contour owners

HecTOUR thought you have the cruise control option but the cruise was not working.

Might have to use electrical cleaner. And then maybe wrap the connections with maybe .....duct tape!... to prevent water from getting to it again.

Please make sure that you are pressing hard enough and in the right location. I find that if I push the top half of the wheel cover it works, but not the bottom half. The entire cover will move forward. It's not like a small buttom. I hate the horn on the car. It's so hard to use and it sucks anyway, but oh well.

If the horn's bad, upgrade it.
