It's not THAT recessed. I have a pair of vice grips that comes to a narrow point at the end that I can fit in there and turn that bolt (I just ran out to my car to try it).
You may need to go out somewhere to buy some vice grips that will fit. You won't be able to get a good enough grip with pliers.
