I agree with your statment, but like you said "most get passed along just to get them out the system". Teachers pass them just to get them out of their hair. I believe we could have make more productive use of our teachers time allowing them to teach kids that want to learn. Take one of my closest friends as example. He was lacking in the brains department but could weld like no one I had ever seen. He can't write a paper to save his life, but he making a very nice living where he works.
