I didn't mean on like a first to fifth grade kind of level. I mainly meant high school. But I do meet a lot of people that are poor in performing basic things, not hard to imagine at all. I don't think the majority of students would drop out and I also believe it to be the parents responsibility to make sure a child attends school and behaves properly.
