The freedom experienced at most of the larger post-secondary institutions would be succeptible to rampant abuse should it be utilized in secondary education. Elementary and high-school definitely needs to be made more challenging--but most of all students need to be actually held to the standards already in place. Too many students are being passed just to get them through the system.

Sure, students who would rather drop out might be distractions to other students, but imagine a nation where the majority of the populace lacked even basic skills.
