If one won't do it, then go to another one. Research the laws yourself. If he is refusing to pay you for services rendered, then do what you have to do to get your money back. That doesn't mean do it illegally, but go about it through legal routes. If you can put a lien on something, DO IT. If you can sue him, DO IT. In most cases, your legal fees can be paid by him also. Find a lawyer that will work on a contigency, he doesn't get paid until you win...
