Anyway, there is such a thing as an oral contract, though of course it's going to make your case that much harder to prove in court. There's strength in numbers and if he's screwed enough of his workers like this and you can document a pattern...
Get a lawyer that plays hardball and get your options lined up. I would definitely go to his "betters" at his church and see if the threat of having his reputation shredded to bits will put a fire under his ass for payment.
