In Minnesota, a panhandling ban was considered UnConstitutional because it interfered with the First Amendment right to Freedom of Speech. However, the law does prohibit aggressive panhandling or harassment.
That said, I believe panhandling should be banned, and I think the Dallas plan makes sense. Work to provide the ability to help the people... then insist they help themselves by using what is provided.
