Cleveland is the poorest big city in America... hence, HUGE homeless problem
When my family came to visit, I was telling them about some of the bums, how you'd always see the same ones around and how they all had their own little quirks or personalities... sure enough, as we walk out of the baseball game we see 3 or 4 of the ones I was talking about... pretty funny.
Also, you can usually tell the difference between the truly homeless and the lazy panhandlers... the ones that are really bad off usually, in my experience, don't really bother you too much.

When I hop the border to Juarez, I always give change to the Tarahumara indians that you see panhandling at the intersections. The women are always identifiable by their bright colorful clothing.

Many of them were forced from their land in the mountains in the state of Chihuahua by drug cartels looking for remote locations to grow marijuana. They have no skills other than farming and can't find work in the big cities. Some don't even speak Spanish, making their situation worse than the average poor Mexican.
The Tarahumara are a big part of the culture of the Mexican state of Chihuahua and are part of the license plate art:

In Minnesota, a panhandling ban was considered UnConstitutional because it interfered with the First Amendment right to Freedom of Speech. However, the law does prohibit aggressive panhandling or harassment.
That said, I believe panhandling should be banned, and I think the Dallas plan makes sense. Work to provide the ability to help the people... then insist they help themselves by using what is provided.

The mayor who is going to sign it is "African-American" by the way. Although I am not sure what part of africa she is from

here in dc there is a guy that sits on the mall where are the tourists go and plays music on a drum set made of old buckets and a shopping cart. when i take my son down there i gladly hand that guy $4-$5 just b/c he's doing something that people enjoy, but the guy holding the mcdonalds cup just sitting there gets nada. if you have to work or do something to reap the benefits, even Jesus said that
