not sure about your area but some state are now just pluging into the computer via the OBDII port and checking for stored codes, have a code you fail for the most part, they don't do a "sniff" test. now many have said that the contour will pass with only a main cat, which is what you would end up with with headers as they eliminate the pre cats. now where you could still fail is with a visual inspection as you have altered the emissions system and that is a . but most techs are ignorant and will most likely not know what to look for on a contour inparticular so it should be an issue, at the least they should see the main cat and call it a day, hell they didn't even look at my car as far as I can tell
