It is under the windshield washer cowl (passenger side).
You can caulk around the edges of where that filter seals in to its holder. Suggest replacing the filter, as well, if you haven't lately. Its surely filthy, and you are breathing that stuff every time you turn your a/c or vent on.

Dirt pileup was pulling my filter housing away from the car and eroding the seal, causing water leaking into the passenger footwell. Took me several months to figure it out (should have posted in troubleshooting, haha!). Some foam gasket material, cheap from Home Depot, fixed the problem.
