USPS typically doesn't give out real tracking numbers, they use delivery confirmation numbers which only enter the system when the item is delivered. Exceptions are when the delivery request is made online, then it enters the system as soon as the online ship label is printed, but the status will say something to the effect of Shipping initiated, but package not received.
So...it's possible that the package was sent, if said secretary elected to manually address the package at the post office and pay the extra delivery confirmation fee in person (it's free if you do the label online), that the package could have been sent and still not appear on the tracking system while in transit. That said, if I were the one embroiled in said situation I'd probably check that the number worked before posting it online where - obviously everyone (myself included) - would check for its authenticity.
