If you can wait for a great Dell deal, they are hard to beat price/performance. Often times, you need to skip the upgrades from Dell and buy them separately. A friend of mine got a P4 2.8 w/HT, 512MB RAM, 4700 w/ 19" DVI LCD for $540. One cannot build systems this cheaply.
