2)The other guy did not have a Contour. For us, going through a big puddle causes the serpentine belt to slip (if you did not have the additional splash guards installed). In addition, I wonder if some electricals shorted out. The PCM might have got some water in too (you mentioned heavy rain, flooded and all of Mother Nature on it).
3) When you say you can't get it to turn over, do you mean it does not crank. Or do you mean, it cranks but does not "fire up". Plenty of power (do you mean battery is strong).
4) What is the oil level now?
5) You probably have a Check Engine Light on. You might want to borrow or buy one ($50 and up) to scan the codes and post it.
Others CEGers will probably chime in with other suggestions.
Edit. As you disconnected the battery, the codes are lost.
