Basically common sense stuff.

Tires and brakes have to be in good shape, suspension must be good,no exhaust leaks,no broken lights,no burnt out lights,no cracked windows,DRL's (if eqipped) must be operational,no excessive rust, like holes in the floors, holes in the wheel wells, large rust holes on the quarter panels, trunk lid, hood latch, strut towers, door bottoms etc. Body must be flush. I had a car I took in for a safety and the fender had a dent in it from opening the door (the car had previously been ditched, but the dent from the door on the fender was the only damage) and because they weren't flush, the car failed. Balljoints, tie rods, driveshafts, axles, etc must all be in good order.

You also need properly sized tires, suspension can't be too low, etc.

Emissions test is just as stringent. However,I know some people who can get you a fake safety and a fake e-test.

Are you sure the vehicle has to be operational? I was watching that call in auto program on CP24 and according to that Car Help Canada guy there's nothing that states a vehicle has to actually be operational. I think it doesn't even have to have an engine

In order to safety a vehicle you need to have it running. You are talking of just importing a vehicle.

I was refering to certifying. Is that what everyone here means when safetying? It's like a loophole where you can get the e-test done earlier but when the car is certified to be sold it doesn't even have to have an engine in it or something crazy like that. But I guess it's not the point in this case.

The terms Certification and safety are the exact same thing.

In order for a car to certify, yes,it need to be a running, mobile vehicle, otherwise it's deemed unfit for road use until it's proerly fixed within the guidelines. If you get a safety certificate,(yellow sheet is your copy,MTO gets the white copy) flip it over and read the back side. On there it tells you everything they look for and inspect.
