the other day the speedometer needle on my 98 svt was working on and off. Now its working fine but showing about 10mph faster than it should.
I had an extra VSS so I put that on and nothing changed. I also used the obd2 software to check the VSS reading and it was accurate (~10mph less than the speedo shows)
Loose connector somewhere, any ideas?

Is it always 10mph fast? If it's 10 mph fast at 20 mph and 70 mph, I think the needle is loose. If it's linear, and it's 5 mph fast at 30 and 10 mph fast at 60, then I'm stumped.

With the new VSS in, try pulling Fuses 4 and 11 to relearn the computer (just in case).

a percentage difference would indicate a change in gear ratio, or overall tire circumference. (rim/tire height)
If it is constant then I, too, would look for the speedo needle to be loose from its point.

There is no way the needle could/would get loose. I speak from experience. I have worked with many clusters.

Pinch the needle between the glass and the cluster briefly while you are accel/decel'ing. (mash the plastic cover)
Won't it be off?
Not saying this has relevance to the original post, but asking if that is "any" way possible...

I bought this car in nonworking condition, so I don't know if the speedo ever worked right. I just put 225/50/16 tires on the stock rims..but that wouldn't throw the speedometer off 10+ mph would it? It does seem to be linear, though seems to linger a little in the 20-40mph range.
I read in previous posts that the VSS sends out 2 signals, 1 to the PCM and 1 to the gauges. Since the OBD2 software was reading the correct speed then that would indicate the sensor is ok and something is wrong w/ the gauge. Maybe the needle just needs to be re-calibrated?

You're looking at a 0.1 % difference. comparing a 205/55-16 to 225/50-16. So the answer to that is no, it won't throw the speedometer off by 10+ mph.

well I took the dash apart and moved the needle down. So now it appears to be working as it should, I'm just not sure what the previous owner could have done to it.

PLEASE make sure that when you adjusted the needle that you did so in a reliable fashion.. It would surely suck to get a ticket for 15 over when you don't even want one.
The MOST reliable (short of police radar) would be to equate a speed to a known rpm in a known gear... using "someone riding next to me at 55" isn't very accurate, but it would work, I guess..
