if the roads aren't that dusty and reasonably smooth, there's nothing wrong with doing the speed limit (which is usually a residential 25 mph) on a dirt road.

In rural areas, speed limits on dirt roads is 45 or 55 MPH, I forget which one. I doubt he was taking his SVT out for a ride in a subdivision down a skinny dirt road. Even if you do find a smooth dirt road and you get up to the speed limit, you'll find yourself slamming on your brakes or swerving around pot holes and craters! I just don't like rocks shooting up at my car. But uhhhh way to chastise!
