You just need to connect 12 volts to the ignition side of the ballast resistor. That is the side that does not go to the coil.

You know what the coil looks like? A can shape with the distributor wire on top. It has two wiring posts on it. One goes to the distributor points, and the other goes to the ballast resistor. The ballast resistor is usually a rectangular block with tabs for the wires to hook to. You want 12 volts from the battery to go to the ballast resistor on the ignition side (the wire is often pink). This is where the ignition switch supplies power to. Current goes through the ballast resistor, and then through the coil, then to the distributor. It's not a good idea to hook the 12 volts to the coil directly as it's hard on the coil and points.
Perhaps you should pick up a book on the car, with pictures.

there is no ballast resistor on a 67 mustang from the factory, they used a resistor wire to the coil.
what exactly is the problem? starter not turning no spark?

I suggest that you not try. You may damage something at the worst and just waste your time at the best.
What you are describing doesn't make sense.
Are you trying to make the engine crank? Does the engine crank but not start? Are you trying to get it started without a key? What do you mean by regulator? If you mean the voltage regulator, it should have nothing to do with trying to start the engine.
As long as we cannot understand what you are trying to do, we cannot help.

what im tryin to do is to get my mustang started so i can move it to another location. anyway i had someone started it in the hood before i remember they hooked up something from the coil they got a + and -. ok i have this whis is a Solenoid Starter Switch which is located by the battery where the stud is on both sides the one on the left goes to the battery and the right side goes to the starter. ok the coil which is this the studs with the nut you see on both sides one is positive and other is negative. well anyways my guess is to crank it over is to hook the positive from the battery to the positive on the coil and get a wire to the regulator or the Solenoid Starter Switch to touch the wire from the positive wire going to the battery to the starter wire or how would this work? i have the ignition but it doesnt work and dont have money now to buy it even thought its like 10 bucks
