Your second readiness preparation, pulling Fuse 9 and OBD II Drive cycle were wrong. The Ford dealer did the OBD II Drive Cycle correctly and then checked with his scanner for the 7 I/M monitors (the 4 out of 7 stations you were referring to) before returning to you.
