My car was doing the same thing until I put the splash sheild back on(the black peice that goes under the radiator).That peice circulates the flow of air around the radiator.With the sheild back on my fans come on alot more. Do you have that on her car? If not put it back on and check it out. Once I put that back my temp was outstanding.
