I've noticed since running the A/C in this hot Texas heat that my 3L's oil and water temps are about 10 degrees cooler when the A/C is running. Not sure if this makes sense or not as I haven't paid attention as to how the A/C is plumbed. Anyone have a possible explanation? Keep in mind that I do realize the radiator fans run when the HVAC is active but my 3L runs hot enough for the fans to ALWAYS be on even when the HVAC is set to off.

This is opposite of what I would have guessed, unless thoss fans never shut off now and they did before even though you think they might not of.
What are the condiditons you notice the 10 deg drop? Stop/go traffic, interstate cruising, etc...

When the A/C is on it runs both fans 100% of the time. That is why the ECT is lower.
I would hope your 3L does not run hot enough to run both fans all the time. That would be a normal operating temperature over 227 degrees!
If it does you have serious other issues.

My understanding is that both fans are running above 214-215 degrees which is consistent with the conditions described. The hottest recorded temperature I have observed using my ODB-II data logger is 221 but the engine temp averages about 215 degrees. I have an autometer water temp and oil temp gage and the stock gage all pretty much agree on temps. I was concerned that my stock ECT gage sender may have been faulty and replaced it not too long ago and it still reads well within the normal even with both fans running. And trust me, I can tell when one or both fans are running. They're pretty loud.
Just as a side note, I replaced the ECT temp sender that feeds the PCM.
As far as the type of conditions...it doesn't matter. It could be stop and go traffic or highway cruising and the temp will still be about 10 degrees cooler.

Primary fan kicks on at 216 ECT.
Secondary fan at temps over 224-228 ECT.
If both are running constantly the ECT is ~228 or higher!

Possibly due to a slight increase in idle speed when the air is on and due to the fact that the cooling fans are two speed, with the higher speed running when the ac is on.

Just checked the temps again. The engine idled for about 15 minutes with constant temp of 217 (from the PCM ECT sensor) with both fans running and A/C off.
Perhaps doing the tune, the fan turn on settings were changed.

If you have a custom chip then "yes" the fan turn of temps could have been changed.
However idling at 217 degrees SUCKS ASS!!! You have other issues you need to address immediately. Water pump? Coolant mixture? Radiator?

No custom chip. The PCM was reflashed to run with the 3L.
The water pump is fairly new but the radiator is original equipment.
What puzzles me is the stock temp gage sits smack dab in the middle of the NORMAL range when the temp is 217. Only during spirited driving does the gage creep up and even then it's still in the NORMAL range. For my own piece of mind, I replaced the stock gage temp sender. It seems rather odd that my engine is running hotter than it should but the cluster gage reads as normal.

THAT IS WAY HOT, the stock sender range is so large that the EEC will be pulling timing and trying to cool it down LONG before that gauge moves. If your seeing it move at all even within the normal range its hot. That gauge is just there if something catostpohic happens and you get hot fast.
Something is wrong with your set up, your not doing damage yet but your losing a ton of performance. My SC 3L temps ran at 205 max temp or whatever the threshold is where the EEC starts retarting the timing. The ADC chip turned the fans on earlier to compensate for it and I ran a little cool at 190 or so on the interstate and 205 pounding on it with 9 psi of boost. Did you bleed the coolant?
