Why collector plates? I got my 95 SE from Richmond, Ohio and it sure as hell would never pass emmisions. The guy told me he never had to take the car in. Just register the car in an area that doesn't have emmisions testing. The car had headers and a cat shell, no cats, just 2.5 all the way back. I had no idea what I was going to do in Illinois but I sold it before I ever had to test it.
