A car has to be 20 years old to register for collector plates. And even with collector plates, you are required to run your car through emissions once so they know its capable of passing. After that though, its open season for the car. And registering in another county works as well. I registered my T/A up in Sturgeon Bay, WI cause we own some land up there. And no emissions so, they just sent me the plates.

And in WI there is no tailpipe test for cars with OBD-II

ditto with IL. I was very nervious to get my emissions tested [with no cats]. The decibles of the exhaust is disturbing yet all they did was hook up to the ecu and that was it.

collector plates NOT historical plates. to get collector plates the car has to be a limited production car, and you must show documentation or you need to prove that its a show car with at least $5000 in reciepts plus pics. (they made me send pics of my Mustang Saleen). the car cannot be your primary source of transportation, and you cant put more than 5000 miles a year on it. I know this to be true because i have collector plates on my SVT. and NO E CHECK is ever required not even the first one.
