No, they are not legal in any sense. If you keep your main cat installed you will probably pass emission fine, I know I did. However, you will have removed your precats and that is agains the federal emissions laws. They are stated for offroad use only. This means track time only
All that being said, only california (as far as I know) will ticket you for having them. The other states only care that you pass their inspections and/or emissions tests. I say if you pass the state emissions test then no harm done.
