If you keep the main cat on you should be fine. It's the Pre-cats the headers eliminate but I doubt any inspector would notice or even know that the pre-cats are gone. As long as the car does not have any codes/or can pass the exhaust test, and the main cat/main cat shell are still intact you should be fine.
