Some of it is REQUIRED by British regulations. IIRC, cars over there have to have immobilizers, alarms, and he also said that they had to fit a quieter exhaust and some other bits that he was going to have to retrofit back to the American spec. It's sort of like how if you imported a Mondeo to the US, it'd have to undergo probably thousands of dollars of mods just to be street-legal here.

My guess is that Clarkson got stars in his eyes when he drove the GT during his tests, where the car is set up to shine, and the reality of ownership wasn't going to rear its head until he'd had to live with the car, warts and all, for a while.

By the way, I've found Clarkson's newspaper gig archive. I love how he writes.
